  • The pool has to be registered, and the barrier kept in order The City of Ballarat says owners of land with a pool or spa must register it with the council and lodge compliance certificates for the barrier, and it states the registration cost as A$37.10 for most owners. That holds whatever surface the pool has.
  • The permit lists do not settle resurfacing The City's building permit page names new pools and spas and pool or spa safety barriers. It does not name resurfacing an existing pool in either direction, so the question goes to the City before a scope is agreed.
  • The contract and insurance lines turn on the job's value Consumer Affairs Victoria ties a major domestic building contract and registration to work worth more than A$10,000, and Home Warranty insurance to work worth more than A$20,000. Whether resurfacing counts as that kind of work was not established.
  • Old surface dust and wash water have rules of their own WorkSafe Victoria expects dust controls when materials containing crystalline silica are ground or cut, and EPA Victoria says wastewater must be kept out of stormwater drains.

Pool Resurfacing across Ballarat

One Ballarat detail changes the job in some suburbs and not others. The City's Onsite Wastewater Management Plan (2025 to 2029) names nine suburbs where clusters of properties rely on septic systems, and says a pool must not be connected to such a system unless it was designed to take the load and the City has approved it. The Plan says clusters, not every property, and says nothing about resurfacing.
